Tora Bora is a cave complex in the Spīn Ghar mountain range of Afghanistan. Parts of the caves were expanded in the 1980s into a military base for the Afghan mujahideen in a CIA-funded anti-Soviet project. While Western media claimed the existence of an elaborate underground complex with state-of-the-art facilities (both before and after the Americans provided funding to insurgent groups), there is only evidence of various small bunkers and storage lockers.
